If Windows 11 is not activated after a reinstall, first check the installed edition and the message on the Activation page. An activation error needs a different response from an installation failure. Record what Windows reports before changing keys or starting Setup again.
This guide covers a personal Windows 11 PC that reaches the desktop. For a work or school device, ask your IT team about its activation method. If installation is still unfinished, return to our Windows 11 installation guide.
Choose Your Starting Point
Read the activation status
Check Home or Pro and your license
Run the Activation troubleshooter
Review a hardware change
Follow the exact error code
1. Read the Activation Status
Open Settings → System → Activation. Note the edition, activation state, and any error code. If the page already reports that Windows is activated, an unlinked Microsoft account is a separate matter from failed activation.
Confirm that the PC can access the internet. If you are relying on an existing digital license, connect online and sign in with the Microsoft account previously linked to that license. Microsoft explains the activation states and methods in its Windows activation guide.

2. Match the Edition to Your License
Compare Home or Pro on the Activation page with your purchase record or the edition that was activated before reinstalling. A digital license for the same device supports reinstalling the same edition; it does not automatically license a different edition.
If you have a valid product key for this installation, use Change product key on the Activation page and follow the prompts. Keep the key private. If you use a digital license, not having a printed key is not by itself an error.
Let the troubleshooter identify an edition mismatch before deciding what to install next. If correcting the edition requires a clean installation, back up and verify your files first.
3. Run the Activation Troubleshooter
Sign in with an administrator account. Under Settings → System → Activation, choose Troubleshoot when available. Microsoft also provides the automated Activation troubleshooter through Get Help on its activation-errors page. Follow the result shown for your PC.
The Activation troubleshooting option is available when Windows is not activated. If it is missing, recheck the activation state before treating that as another fault.
An edition mismatch can lead to different instructions: a detected Pro digital license with Home installed can offer an upgrade, while a Home license with Pro installed requires the matching Home installation to use that license. See Microsoft’s Activation troubleshooter guidance.
4. Separate a Reinstall from a Hardware Change
Was the motherboard replaced as well as Windows reinstalled? A significant hardware change can prevent Windows from matching the previous digital license to the device.
For an eligible linked digital license, Microsoft documents choosing I changed hardware on this device recently in the troubleshooter. Sign in with the previously linked Microsoft account, identify the current device in the list, and select Activate. If the device is missing, check that you used the correct account.
Follow Microsoft’s hardware-change reactivation instructions for your activation method. This process does not guarantee that every license can move to different hardware. If the PC manufacturer replaced the board, include that repair information when requesting support.
5. Use the Current Error Code
After each attempt, reread the Activation page. Microsoft notes that the error can change, so troubleshooting an earlier code may send you in the wrong direction. Its activation-error reference covers the next steps.
0xC004F212: check for a product-key or edition mismatch.
0xC004F213: Windows did not find a product key; review the license and hardware history.
0x803F7001: Windows could not find a valid license for activation.
Use the full message alongside the code. A message about an organization’s activation or an expiring volume license belongs with that organization’s administrator.
Confirm the Result or Prepare a Support Request
Return to Activation and confirm the state changed to activated. If it did not, keep the edition, current error, PC model, purchase source, and hardware-change history together for Microsoft or manufacturer support. Do not post your full product key in a public comment.
If a valid license cannot be established, you may need to obtain one. Check the existing entitlement with the appropriate support provider before buying another copy. Repeating a clean installation without identifying the licensing problem can add work without resolving it.
